Operation Time Machine, public meetings and events

Do you ever wonder why at some public events or 'photo ops', only certain people are seen ,or some members of cCouncil aren't present? Or that the same faces are always at the latest ribbon cutting? 

Let me answer: it's because not all councilmembers are told of events or invited to opportunities to make a public appearance. Most recently was the press release and Port Arthur News headline on the Operation Time Machine unveiling of the anti-hangun billboard.

When this project started, with a Police Station press conference, only the mayor ,Williamson and Sigler were in attendance.
